THE PORTSMOUTH PUBLIC SCHOOLS PARENT RESOURCE AND INFORMATION CENTER (PRIC) WAS ESTABLISHED TO ASSIST PARENTS OF SPECIAL NEEDS CHILDREN IN BECOMING EFFECTIVE PARTNERS IN THE PLANNING OF A FREE AND APPROPRIATE EDUCATION TO QUALIFYING STUDENTS OF THE SPECIAL EDUCATION PROGRAMS AND RELATED SERVICES.

WHAT DOES THE PRIC DO?
THE PRIC OFFERS A VARIETY OF SUPPORT AND TRAINING TO THE PARENTS OF QUALIFYING STUDENT(S) FROM BIRTH TO 22-YEARS-OLD TO ENSURE EACH CHILD RECEIVES A FREE AND APPROPRIATE PUBLIC EDUCATION IN THE LEAST RESTRICTIVE ENVIRONMENT.  ADDITIONALLY, THE PRIC OFFERS ASSISTANCE IN BRIDGING THE GAP TO A POSITIVE AND APPROPRIATE EDUCATIONAL EXPERIENCE BETWEEN STUDENTS WITH SPECIAL NEEDS, THEIR PARENTS, EDUCATORS AND STAFF MEMBERS WITHIN THE DIVISION AND COMMUNITY.

THE PRIC ALSO OFFERS FREE MONTHLY INFORMATIONAL TRAINING SESSIONS.  DURING EACH INFORMATIVE TRAINING SESSION, OTHER HELPFUL RESOURCES ARE MADE AVAILABLE TO ALL PARENTS, EDUCATORS AND SUPPORTING STAFF MEMBERS IN ATTENDANCE. PARENTS, EDUCATORS, AND SUPPORTING STAFF MEMBERS ARE ENCOURAGED TO ATTEND THESE INFORMATIONAL TRAINING SESSIONS. IF YOU ARE NOT ABLE TO ATTEND, YOU MAY SCHEDULE AN INDIVIDUAL CONSULTATION WITH THE PARENT RESOURCE SPECIALIST.

THE CENTER IS STAFFED BY A PARENT RESOURCE SPECIALIST WHO WORKS WITHIN THE GUIDELINES SET BY THE VIRGINIA DEPARTMENT OF EDUCATION, DIVISION OF SPECIAL EDUCATION AND STUDENT SERVICES, THE SPECIAL EDUCATION ADVISORY COMMITTEE, AND OTHER OUTSIDE SOURCES WHEN APPROPRIATE IN PROVIDING THE BEST SERVICES AND SUPPORT TO ALL OF PORTSMOUTH PUBLIC SCHOOLS STUDENTS WITH SPECIAL NEEDS.

THE PRIC PROVIDES:

  • TRAINING FOR PARENTS OF CHILDREN WITH DISABLING CONDITIONS.
  • ANSWERS TO QUESTIONS RELATED TO SPECIAL EDUCATION PROCESS FOR ELIGIBLE STUDENTS FROM PRESCHOOL THROUGH HIGH SCHOOL AND POST GRADUATION.
  • COMMUNITY SERVICES AND REFERRAL INFORMATION TO MEET INDIVIDUAL NEEDS OF STUDENTS RECIEVING SPECIAL EDUCATION SERVICES (I.E. HEALTH, VOCATIONAL, ETC.).
  • A PARENT-TO-PARENT NETWORK.
  • WORKSHOPS TO HELP PARENTS UNDERSTAND THE NEEDS OF THEIR CHILDREN AND PARTICIPATE IN THE SPECIAL EDUCATION PROCESS AND FOR TEACHERS SO THEY CAN BE BETTER PARTNERS WITH PARENTS.

THE PARENT RESOURCE AND INFORMATION CENTER IS DESIGNED TO PROVIDE INFORMATION AND WORKSHOPS TO ANYONE WHO HAS A STUDENT IN SPECIAL EDUCATION OR  TO ANYONE WHO HAS A STUDENT RECEIVING RELATED SERVICES.

INFORMATION SESSIONS ARE HOSTED AT THE CENTER AND IN INDIVIDUAL SCHOOL BUILDINGS. TOPICS INCLUDE UNDERSTANDING THE ROLE OF SPECIAL EDUCATION, COOPERATION AMONG STAFF AND FAMILIES, BEHAVIOR MODIFICATION, THE ROLE OF PARENTS IN HELPING THEIR CHILDREN THROUGH THEIR SCHOOL YEARS, AND OTHER TOPICS APPLICABLE TO STUDENTS WITH DISABILITIES. TAKE HOME MATERIALS, PAMPHLETS AND INFORMATION SHEETS ARE AVAILABLE BY CONTACTING OUR PRIC.

Physical Education (PE) for Students with Disabilities


PE helps children learn about how their body moves and prepares them to be physically active and healthier for life. In Virginia, PE is required by law for all kindergarten through 10th-grade students. This includes students with disabilities. 

If the IEP team decides the student requires PE beyond the 10th grade, the school division must provide the service. As parents, you can make this request to the team.

Commission on Youth1
The Commission on Youth, a bipartisan legislative commission of the Virginia General Assembly, is conducting a study on how to improve Virginia’s special education dispute resolution processes. Your perspective is crucial in shaping Virginia’s complaint, mediation, and due process systems for resolving special education disputes. The Commission is eager to hear from you, whether you've been involved or have insights to share.

The Commission, in collaboration with PEATC, is organizing a series of four in-person listening sessions. These sessions are designed to provide a way for you to share your experiences and suggestions for improving Virginia's special education dispute resolution process.

Using information from the listening sessions and analysis of other data, the Commission will develop a report and present recommendations for improvement of the special education dispute resolution system to the General Assembly for their consideration. Public comment will be limited to 5 minutes so that everyone has a chance to speak.

In-Person Sessions: 6 p.m. – 8 p.m.
June 24 -

June 25 - Glen Allen
June 26 - Arlington
June 27 - Norfolk

All sessions will have American Sign Language (ASL) interpretation. Stakeholders who speak a language other than English may provide written comments in their native language at any of the in-person events, which will be translated later for the Commission.

Monthly Coffee Talk - Disability Benefits: Virginia's Medicaid Waivers (for Military Families)

There are state government benefits available to individuals with disabilities. It’s important to understand that benefits such as personal assistance and community support can play an important role in planning for the future. Navigating state disability services can be difficult, time-consuming, and overwhelming. This workshop explains Virginia’s Medicaid Waivers, eligibility for services, and how to obtain this state benefit.

Presented by PEATC in partnership with NAS Oceana Exceptional Family Member Program.

Transition Unv

June 3, 2024 - August 5, 2024

Join us for Transition University! This FREE 5-session self-paced online course focuses on providing parent-friendly transition information to help make transition planning easier. This course is designed for parents/caregivers of elementary, middle, or high school students that receive special education services, and the professionals that support them. The goal is to share factual information on transition services and to help make the transition from school services to the adult services world less confusing. A certificate of completion for 7.5 hours will be provided for all who complete the training.

Live, Virtual Training for Families on the Virginia Alternate Assessment Program (VAAP) Participation Decision-Making Tool

Join the Virginia Department of Education (VDOE) Office of Instructional Services and the Office of Special Education Family Support and Special Facilities for a live, virtual training event providing an overview of the new Virginia Alternate Assessment Program (VAAP) Participation Decision-Making ToolThe overview will include background information regarding changes in the VAAP Participation Criteria Form, as well as information on the Individualized Education Program (IEP) Team's implementation of the new tool. 

The training will be held on Wednesday, August 7, 2024, from 6:30-7:30 p.m. 

The VAAP Family Training Registration will be limited to 100 participants, on a first come, first served basis. The training will be provided by VDOE staff members. Additional details regarding this training will be provided upon registration.

Special Education Parent Involvement Survey for the 2023-2024 School Year

All parents of school-aged children and youth with disabilities who receive special education services in Virginia are requested to complete the VDOE annual Parent Involvement Survey.

This survey will remain open through December 13, 2024. Please complete one survey for each of your children who is currently receiving special education services during the 2023-2024 school year.

Early Childhood Academy: August 16, 2024 - September 20, 2024

PEATC, in collaboration with the VDOE, is offering a free, virtual five-week learning program designed to provide parents and caregivers with useful tips and ideas for supporting their child's development and resources to help make the transition from early intervention to school less confusing. This course is self-paced, with new sessions opening weekly and available at any time of day. Participants who complete all sessions will receive a certificate of completion.
