Licensure

Persons interested in instructional positions with Portsmouth Public Schools requiring a Virginia License must hold or meet the eligibility requirements for a Virginia Teaching License. Inquiries about Virginia Teacher's Licenses can be made through the Virginia Department of Education (VDOE), Office of Professional Licensure, P.O. Box 2120, Richmond, Virginia 23216-2120. Approved Teacher Education Programs
In order to qualify for a state license, aspiring educators should complete a certified education program administered by a recognized college or university. These institutions also offer programs of advanced study for current and former educators that wish to advance their careers. Required Training for Initial and Renewal Licensure

  • Child Abuse and Neglect Training (CANT): Every person seeking initial licensure or renewal of a license shall complete Child Abuse and Neglect Training (CANT) as approved by the Virginia Department of Education and the Virginia Department of Social Services. After training, please print a certificate of completion and forward it to Human Resources.
  • Dyslexia Awareness Training: Every person seeking initial licensure or renewal of a license shall complete Dyslexia Awareness Training, provided by VDOE, on the indicators of dyslexia, as that term is defined by the board pursuant to regulations, and the evidence-based interventions and accommodations for dyslexia. After training, please print a certificate of completion and forward it to Human Resources.
  • Cultural Competency Training Module: To meet the training as well as the initial and renewal license requirements, VDOE has developed a free online Cultural Competency Training Module. This module is accessible from PCs and Mac computers and some other types of mobile devices. Users should complete the module in one session and have access to a printer. Individuals completing the module should print a copy of the certificate of completion for verification. Certificates will not be saved or stored for later access. The module has a value of five professional development points.
  • Special Education Training: Every person seeking renewal of a license as a teacher shall complete training in the instruction of students with disabilities. To meet the requirements, the Virginia Department of Education Office of Special Education and Student Services has developed two free online modules that will satisfy the competencies of the requirement, Meaningful IEP Online Training and Evidence-Based Instruction: Strategies and Inclusive Practice.
  • Virginia History or State and Local Government Module: For Virginia History or State and Local Government endorsements, persons must complete the module for Virginia History or State and Local Government Module. (Any individual who has previously taken the Civics Module must choose "Reset Progress" and "Start Over" to be able to begin training.)
  • Behavior Intervention and Support Training: The Virginia Department of Education's Office of Dispute Resolution and Administrative Services presents a series of modules to inform Virginia school personnel on the Regulations Governing the Use of Seclusion and Restraint in Public Elementary and Secondary Schools in Virginia. Successful completion of these modules and the cumulative quiz will result in a certificate that documents the completion of the behavior intervention and support training requirements for initial licensure in Virginia.
  • School Counselor Training: Code of Virginia requires that every person seeking initial licensure or renewal of a license with an endorsement as a school counselor shall complete training in the recognition of mental health disorders and behavioral distress, including depression, trauma, violence, youth suicide, and substance abuse.
